The governing United Russia Party is set to modernize Russia’s political system and economy. The party’s program passed at its 11th Congress on Saturday defines the party’s ideology as “Russian Conservatism”. As he addressed the congress President Medvedev praised United Russia for coping with the economic recession and said the government was acting on its social commitments in full. The president said, however, that a backward commodity dependent economy would bring no prosperity and the country needs an economy which would function smoothly regardless of the situation on the world market. Dmitry Medvedev said innovation economy should rely on professionals – scientists, engineers, entrepreneurs. A large number of proposals came from Prime Minister Vladimir Putin, who called for stabilizing key industries, boosting high-tech exports, developing housing construction, cementing domestic demand and fighting unemployment. The prime minister promised the government will continue to pursue austerity anti-inflation measures and urged the authorities to act in connection with falling incomes.
