Israel’s decision  to temporarily halt construction of Jewish settlements in the West Bank could be conducive to a lastng settlement in the Middle East.  Foreign Ministry spokesman Andrei Nesterenko said on Thursday that  this could be followed by other steps envisioned by the  roadmap, jointly drawn up by Russia, the US, the UN and the EU. These include a total freeze on Israeli settlement activity on Palestinian lands including East Jerusalem. “Russia will  be working to restart the negotiating process to establish an independent and viable Palestinian state within the pre-1967 borders with 'possible territorial exchanges', and living in peace with Israel,” Nesterenko said.
