A new national educational program "Our New School" has been approved by president Dmitry Medvedev at the Pedagogical Assembly in St.-Petersburg. The new program has been discussed in the Russian society and is ready to be launched in the Year of the Teacher, Dmitry Medvedev said.
Respect for teacher's work should become a powerful stimulus for professional development. It is a key direction of the modernization of education. Concrete measures which will make the best teachers and various experts stay at schools have already been proposed. A good teacher should also be well-educated and willing to work with children.
The new educational program is to provide for a school which is able to reveal children's talents and make knowledge, spiritual growth and a healthy lifestyle attractive. It should also prepare children for choosing a profession taking into account modernization and innovative development of the country. New teachers are needed for this and now it is a big problem, said Dmitry Medvedev. The reason why young teachers do not go to school after universities, are well-known.
First of all, it is a low social status and wages of a teacher which does not correspond to hard work and responsibility. Though, we have made certain steps in this direction. The current situation in Russia is better, than 5-7 years ago. But still we should do more.
President Medvedev said that a new payment system for teachers should be implemented in all regions in three years: they will not be paid per hours, but per number of pupils. The draft project already works in 31 regions and brings good results. Also a new system of professional training of teachers will be implemented. Russia's Minister of Education and Science Andrey Fursenko promised that successful university graduates who will work at school, will receive grants.
According to many participants in Pedagogical Assembly, such a close attention of the Russian government to school problems gives a hope for soon changes in Russia's education system.
