Russia acknowledges the right of Iran to develop peaceful nuclear energy in all forms. At the same time, it points out that Iran’s reluctance to accept international nuclear fuel services and its announced programme to enrich uranium at home raise suspicions of a hidden nuclear weapons agenda. According to the Russian diplomatic spokesman Andrei Nesterenko, this country continues efforts to persuade the Iranians that they stand to benefit economically and also in terms of international confidence if they accept an initiative by the International Atomic Energy Agency that fuel for their research reactor near Teheran be produced by Russia and France.
