United Russia and Fair Russia parties have signed an agreement on forming a political coalition to solve the most important national issues.  The document was signed on Monday by Speaker of the State Duma (lower house of parliament) Boris Gryzlov  and Speaker of the Federation Council (upper house of parliament) Sergey Mironov. Under the agreement both parties are ready for "a civilized political discussion with the use of mass media". The agreement also states that the factions are ready to work together on personnel issues in the federal and local governmental institutions.
