According to preliminary data, leader of the opposition Party of the Regions Victor Yanukovych has won the elections in Ukraine, Mikhail Okhendovsky, an official with the Central Elections Commission said.
"In fact we can state that his victory is obvious as the gap between the rivals is 3.16%". Those voting stations which have not submitted their results yet will not influence the outcome of the elections', he said at a briefing late Monday.
At a press conference in Kiev the international monitors said that the second round the elections had been held in line with the international requirements and standards. Joao Soares, representative of the Parliamentary assembly of OSCE said in particular that the Ukrainian political leaders should listen to the verdict of the people. He also expressed hope for peaceful and constructive transition of power.
