The United States sees no need in signing a new European Security Treaty. This comes in a statement by US Secretary of State Hillary Clinton, who has delivered a speech on the future of NATO in Washington.
Mrs. Clinton reminded those present that the Russian government had repeatedly made proposals, concerning a new Treaty on the European Security and a new NATO-Russian agreement. Some of the proposals, made by the Russian side, include constructive ideas and the US welcomes them. But the United States sees no need in any new agreements, claiming that European security should be discussed within the Organization for Security and Cooperation in Europe (OSCE) and Russia-NATO Council. This stand taken by the USA appears incomprehensible, now that Europe has already come to the conclusion that the current mechanisms of international security are ineffective. An expert of the Moscow State Institute of International Relations Yelena Ponomareva comments.
"This reasoning is rather sound for the American side, which has the situation in Europe, Asia and the entire world under control. The USA can easily promote its decision through the OSCE, and defend its interests at the expense of those states, which have recently entered the European Union. The Baltic States, Poland, Slovenia, and Croatia stay a buffer zone between Russia and the Western Europe. The US won't destroy what they have been building for many years. Still, the proposals made by the Russian side, should also be responded to. As it happens, America is ready to examine Russia's offers, without making any crucial decisions. Given this, the only way for Russia is to continue negotiations with both the US and Europe, simultaneously strengthening the eastern flank. There is a need for Russia to establish a base for further geopolitical and geo-economic activities in the post-Soviet space. It should cement the Union State of Russia and Belarus, rebuild relations with Ukraine, and restructure of relations with the CIS states. This may help change the course of negotiations with the US".
All global players pursue their own interests making proposals on altering the world order. Although the USA is the largest economic and military power at present, Russia, with its growing significance, should pursue its interests too, particularly in European security.
