Direct talks with Taliban leaders are needed to reach peace in Afghanistan, UN Afghan Mission Head Kai Eide believes. He also urged Hamid Karzai's government to establish contact with the head of Taliban, Mullah Omar. The British  "Daily Telegraph" quotes  Eide that direct talks are needed  “to use financial incentives to persuade militants to abandon their war”. At the same Mr. Eide admits that money is not a sufficient stimulus for Talibs. He has proposed a series of “confidence-building measures”, including freeing some Taliban insurgents from the American Bagram Detention Centre and removing Taliban leaders from the UN’s sanctions list.
