Russia and the US intend to sign a new START Treaty reducing strategic offensive weapons as soon as possible, Russia’s Foreign Ministry Spokesman Andrey Nesterenko said at a briefing in Moscow. He said that START talks are in the final stage and the major part of  the document has been agreed upon. Currently, the two parties are in the 10th round of negotiations which opened in Geneva on March 9th.
