Russia, U.S. close to negotiating signing date for new START treaty

The Russian and American Presidents Dmitry Medvedev and Barack Obama believe it is now possible to negotiate a concrete date for the signing of a new strategic arms reduction treaty. In a telephone conversation on Saturday, they discussed the schedule of future contacts and cooperation on pressing international issues. Under the former START treaty which was signed in 1991 and took effect in 1994, the sides slashed their strategic nuclear arsenals, including land, sea and air-based warheads, to 1,600. It expired on December 5, 2009. A new START treaty is currently being drafted.
