Ukraine’s coffers are empty, the economic slump continues, the country’s public debt has tripled and there’s still no budget for 2010, Prime Minister Mykola Azarov said in his address to the nation, posted on the government’s web site. Every branch, every region and the entire administrative system will have to be overhauled, he said. At the same time, he claims to have a program of steering the country out of the crisis and an experienced team capable of fulfilling it. The program is based on President Viktor Yanukovich’s campaign platform “Ukraine for the People”. The most urgent priority is to draw up and approve a realistic budget that would pave the way for the other main task – reducing poverty, the Ukrainian prime minister said.
