Russia believes that Afghanistan could again become neutral as state institutions grow efficient and power is transferred to the Afghan people. This came in a statement during a meeting of the UN Security Council on Afghanistan by the deputy Russian ambassador at the United Nations Konstantin Dolgov. The Security Council examined a report on the situation in Afghanistan by the UN Secretary-General Ban Ki-moon. Dolgov said that Moscow would continue to build up cooperation with Kabul with the assistance of foreign partners in the interests of a successful post-crisis economic recovery of the Asian nation.
