The Kremlin believes Russia cannot retain its superpower status unless it quickly diversifies away from reliance on raw materials towards an economy that is based on talent and superior knowledge. In an interview on national television Sunday, first deputy head of the presidential staff Vladislav Surkov also spoke about a programme to establish a constellation of cutting-edge research and development centres around Russia. He is in charge of building the first such centre, in Skolkovo outside Moscow.     Appearing before best-performing school and university students in Moscow last Thursday, President Medvedev likened Skolkovo to California’s Silicon Valley and hoped it could dramatically advance R&D in key areas like energy, nuclear electricity generation, telecommunications, IT and modern medical and biotechnologies.      Geography allows Skolkovo to draw on the intellectual potential of Moscow and the Region of Moscow.
