As Russia emerges from the crisis, it will continue to widely employ guest labour from other former republics of the Soviet Union. Last year’s influx was at 280 thousand, and the outflow, at just 30 thousand. This means Russia remains a magnet for foreign labourers.    Prime Minister Putin told this to his Council on priority national programmes at an executive session in Moscow Friday.
