New law makes life easier for Russia’s immigrants

Henceforth, an immigrant who wishes to work in Russia can buy a patent unconditionally and become a legal worker. The Lower House of the Russian parliament passed a relevant draft law submitted by the government on the initiative of the Federal Immigration Service, and the document will make the procedure of receiving permission for work transparent.

It seems that the times of uncontrolled immigration to Russia of people will become part of history. The law adopted by parliament closes loopholes in the existing law on legal status of foreign citizens in the Russian Federation. This makes it possible to supply the market with foreign workers legally and in a civilized way. Under the law, the working immigrant should buy a patent worth of 30 U.S. dollars. It will be valid for three months with the right to extend repeatedly throughout the year. The patent is a means of control over the number of foreign workers and at the same time, is a working permit.    

The new law is directed against middlemen who have earned huge sums of money using loopholes in the Russian legislation. The law qualified the middleman and the employee as the side that invites and receives. In short, not all foreigners who were invited to Russia received jobs although middlemen took money for providing them with jobs.

In short, foreign citizens fell victim to swindlers. Consequently, the number of illegal immigrants increased since an employee can be fined for violating the existing legislation. Now this loophole has been closed. The regulations in the new law make it possible to establish order in this area, with an estimated 3.5 million working people. The law regulates the entire area of immigration workers, says the head of the committee for constitution legislation and statehood building of the Lower House, Vladimir Pligin.   

"A large number of amendments were submitted to the draft law. They systematize it and stipulate precisely the basis for granting the possibility for highly qualified foreign specialists to live and work in Russia. This also concerns the possibility of organizing work in Russia for those who arrive from the countries with which visa-free travel exists. These are nannies, housewives, nurses and others," Vladimir Pligin said.   

Henceforth, working immigrants will be required to submit finger prints and photographs before buying patents. This will pave the way for creating a data base of the Federal migration service. The new law will provide an estimated 30 billion rubles or about one billion U.S. dollars in revenue to the country’s budget.
