In the period before January, Russia is going to accomplish the orbital constellation of its GLONASS global navigation and positioning system. This would allow GLONASS to cover the entire world.

Head of the Russian Space Agency Anatoli Perminov has told this to a ceremony to lay the foundation stone of the GLONASS headquarters, to be built before 2013. The building will also house an office of the IT and satellite navigation agency of the United Nations.

Mr Perminov announced plans to develop an upgraded version of GLONASS before 2020.
