Russia fully complied with an out-of-date Strategic Arms Reductions Treaty, or START, which expired in December 2009, Assistant Secretary of State Rose Gottemoeller said on Thursday.

The statement came following the release of a State Department report on arms-control compliance, which specifically blamed Russia for allegedly violating a raft of agreements on non-proliferation of the weapons of mass destruction.

The report also berated Moscow for cheating on its obligations under START.
