Russia's Foreign Ministry finds biased a report by the US State Department that Russia has been cheating on the START II nuclear reductions treaty and CFE Treaty on conventional forces in Europe.
Moscow thinks the conclusions are wrong and is unhappy with the statements that Russian troops in Abkhazia, S.Ossetia and Transdniestria are occupation. Without any grounds, Russia has been placed among those violating non-proliferationagreements which hinders the bilateral "reset" process. This may also protractthe ratification of the new START-3 Treaty by the Senate.
The US says Russia hasn't reduced the biological and chemical weapons. Moscow denies alleged tests of biological weapons and blames the US for the lack of check mechanism in this respect as in 2001 it blocked negotiations on theBiological and Toxin Weapons Convention. If the mechanism had existed suchissues would have been automatically resolved.
Russian expert Vladimir Evseev believes that any statement that Russia was not in compliance with the previous treaties may negatively affect the START-3 ratification
The claims stated in the report are not confirmed and seem to be personal opinions of anti-Russian politicians.
Even the US media agrees on the negative impact the scandal may have on the START- 3 which was a challenge for Obama.
Still the document is more likely to be ratified as Russia and the US have many politicians interested in non-proliferation .
Itis proved by an interview with the Assistant Secretary of State for Verification, Compliance, and Implementation Rose Gottemoeller who said that nothing in the report accuses Russia of cheating or undermines the Obama administration's confidence that the newtreaty can be enforced.
"Generally the record for the major conventions is a good one. With regard to START, the Russians have been very serious and it has been a success," she said.
