Moscow is discontent with the way the United States has been redeeming its pledges concerning the nonproliferation of weapons of mass destruction and arms control.

The Russian Foreign Ministry enumerates, in a special report, the moves by the United States that were in breach of the START-1 treaty, as well as the treaty on scrapping medium and shorter range missiles, the conventions on banning chemical and biological weapons, and also the export control rules.
