With less than 30 percent of Moldovans having voted in Sunday's referendum on direct presidential elections, the plebiscite has been declared null and void, the country's election officials said early Monday.

The opposition Communists remain determined to press for amending the constitutional clause whereby the head of state is chosen by parliament.
