This document says that Ukrainian remains the only official language in the country and at the same time considerably broadens the language rights of the national minorities.

If the number of national minority representatives in a given region tops 10 per cent of the population, special status is granted to their language.

Russian, which is the second in importance language in Ukraine, will be recognized as a regional language in 13 out of 27 regions.

The deputies of the Party of Regions that is the ruling party in Ukraine plan to ensure the recognition of the Russian language as the second state language in the country.
