The agreement follows numerous instances in which Americans badly mistreated their Russian-born adopted children. The latest such case emerged last week in Virginia. It involved 8-year-old Daniil Kruchin, who suffered savage beatings at the hands of his American adoptive parents.
The Russian Foreign Ministry has been urging the US Department of State to take appropriate action in response to instances of this kind.
