The vote on the text, initiated by Saudi Arabia with the support of other countries, will be August 2.
Previously, Western countries attempted to pass a similar resolution through the UN Security Council but Russia and China vetoed it.
Moscow and Beijing are strongly against the sanctions, believing that they only serve to damage the possibility of a Syrian settlement fearing that outside intervention would lead to an escalation of conflict and civil war.
The Syrian authorities claim that the insurgents fighting the national army are well armed with money coming from outside of the country.
