A total of 22 people will be set free. This decision was made three days after Palestinian President and Fatah leader Mahmoud Abbas held telephone talks with the prime minister of Gaza, Ismail Haniyeh.

During the talks Abbas congratulated Hamas on its victory in the recently concluded conflict with Israel.

Political confrontation between moderate Fatah and the more radical Hamas, which Israel, the EU and the U.S. perceive as a terrorist organization, has continued since 2006. It resulted in the PA being split into two separate parts - the West Bank controlled by Fatah, and the Gaza Strip ruled by Hamas.
