The draft budget passed the State Duma in the third reading in November, and was subsequently approved unanimously by the Council of Federation. The overall forecast budget revenue for 2013 is expected to make up almost 13 trillion roubles, while expenditures will reach almost 14 trillion roubles.

The budget deficit will exceed 500 billion roubles. The GDP is expected to make up 66.5 trillion roubles, with the 5.5% rate of inflation. The budget for 2013 through 2015 has been drawn up with due regard for the new rules for the use of oil and gas money.
