An imperial decree issued May 21 1721 created a naval flotilla based in Okhotsk on the Russian coast of the Sea of Okhotsk. In 1871, the Pacific Naval Fleet moved its main base to Vladivostok on the Sea of Japan. Since the immediate postwar period, Petropavlovsk-Kamchatsky on the eastern coast of the Kamchatka Peninsula has been the main base.
