He was speaking in a comment on Russian President Vladimir Putin’s statements at Thursday’s news conference to the effect that Americans are using Russian problems to adopt anti-Russian laws.
Putin is perfectly aware of the way the US political system works, the expert said.
The “Magnitsky Act” was adopted on December 6th to slap visa sanctions on Russians that US Congressmen feel are involved in human rights violations.

New people may be added to "Counter-Magnitsky Act"
Russia may include more people in the so-called "Counter-Magnitsky Act."
This would be people who have to do with kidnapping Russians in the US, including the kidnappings of businessman Victor Bout and pilot Konstantin Yaroshenko.
The "Counter-Magnitsky Act" is Russia’s response to the so-called Magnitsky Act, which was recently adopted in the US. The Magnitsky Act bans several Russian top officials, who allegedly have to do with the murder of Russian financier Sergey Magnitsky, from entry to the US. In response, Russia may adopt a similar act against US citizens who have been involved in various crimes.
The news that Russia may include more people in the Anti-Magnitsky Act was announced by Russia’s Foreign Minister Sergey Lavrov in an interview with the Euronews TV channel.
“I believe that the adoption of the Magnitsky Act is a counterproductive step,” Mr. Lavrov said. “I am convinced that the initiators of this act were guided by other considerations than a wish for justice to prevail in the investigation of Sergey Magnitsky’s murder.”
“I also believe that Russia’s answer to the Magnitsky Act is quite adequate,” the minister added. “The “Counter-Magnitsky list” includes only people who have been trialed in the US but whose cases have been closed. Mainly, they are people who have been trialed for killing, raping or humiliating adopted Russian children, but were found not guilty by the courts or sentenced only to conditional punishments.”
