Defence Minister Sergei Shoigu spoke about this at a session of the Academy of Military Sciences in Moscow on Saturday.
He said defence modernization will be focused on new arms and military education.

Russia needs armed forces that would boast an optimal structure, up-to-date arms and professional personnel, to be able to respond to any challenge or threat, says Russian Defence Minister Sergei Shoigu.
He was speaking during a general meeting of the Academy of Military Sciences in Moscow this Saturday.
Military threats to the Russian Federation are growing in some areas, with the hotspots located in the vicinity of the Russian border, Shoigu said.
He gave priority to the problems that have to do with boosting troop control efficiency, and passing state-of-the-art weapons and military hardware into service.
