Foreign Minister Guido Westerwelle spoke about this at the Munich security conference Saturday.
He also said that Euro-Atlantic security rules must apply to the entire hemispheric swathe stretching from Canada’s Vancouver to Russia’s Vladivostok.
Mr Westerwelle emphasized the role of Russia in international crisis management and spoke about the importance of economic cooperation with Russia.
