One of the most disturbing developments in the modern world is the now ritualized reaction of the Western leaders to new acts of Islamist terror. One could call this reaction “predictably actionless.” Right after a new mass murder the leader of the aggrieved country has a quick “war meeting” with the top brass of police, special services and sometimes even the army. Right after the meeting it is announced that all appropriate measures have been taken and that terrorists were just isolated individuals, whose ethnicity and religion are not relevant to the affair. In a few hours, citizens are advised by their leader to go about their business as if nothing has happened. All of these phrases are of course uttered in a solemn tone, with appropriate praise for the citizens’ calm and restraint.
